
SBOE Report: January 2025
The North Carolina State Board of Education conducted its planning meeting on January 8th and its regular meeting on January 9th.
Both meetings contained the same agenda where action items were voted on and/or action items/reports received final approval to be sent or shared with the NCGA or adopted as policy for the NCSBOE.
1/8/2025 Planning Meeting Report
The meeting began with a report to the NCGA on the Excellent Public Schools Act Approval and Denial of Literacy Intervention Plans. A report on statewide trends and digital learning access was also given. The Board established a new temporary rule on Name, Image, and Likeness (NIL) regarding Interscholastic Athletics. The proposed temporary rules for NIL can be found here. The new permanent rules on Interscholastic Athletics, which govern topics from student conduct to athlete health and safety, can be found here.
The next item on the agenda was the recent data breach suffered by PowerSchool in some districts, including WSFCS. The Educator Standards and Practice Committee provided updates on approving permanent rules and standards of professional conduct and educator discipline. These changes impact disciplinary procedures and the process for the removal of educators. A summary of the updated standards can be found here.
The committee also presented an update on Educator Preparation Programs (EPPs) regarding accountability and sanction rules. Last year, several non-traditional entities were granted permission to operate as an approved EPP. This set of rules creates a new accountability model for those programs. Other items included WSFCS's partnership with the University of Virginia’s Leadership program and Partnership for Leaders in Education.
The session continued with the approval of contracts and a report to the NCGA on the School Connectivity Initiative Report; The report showed the continued growth of broadband access and the cost value of that initiative. A summary of the report is included here.
An update on 21st-century community learning centers competitive grants competition was provided. The Board heard a report to the NCGA regarding a study for Students with Extraordinary Costs.
They discussed ways to streamline student placement and provision of services for those students who require special care, special needs, and special assistance that could be seen as a financial burden to the state and PSUs. The Board continues to support the Local School Administrative Unit Teacher Compensation Models and Advanced Teaching Roles (ART) Funding; this allows PSUs to seek alternative ways of compensating teachers for leadership within the schools. The funding is still in the pilot phase, but based on last year's summary results, it has been received with support and is considered worthwhile.
The NC Principal of the Year Network discussed legislative priorities for the upcoming biennium. A summary of the priorities can be found here.
The meeting ended with the Government and Community Affairs Committee discussing their 2025 NCGA long-session legislative priorities. This meeting was a closed session; however, a review of the 2023 NCGA long-session legislative priorities can be found here.
1/9/2025 Regular Meeting Report
The regular meeting of the North Carolina State Board of Education began with a welcome to new board members (Lt. Gov. Rachel Hunt, State Treasure Brad Briner, and the local board advisor Darrell Pennell.) This was followed by the first State Superintendent’s Report from the newly elected State Superintendent Maurice “Mo” Greene.
Action for the day mirrored yesterday’s agenda but included voting on those items available for consent.
The morning began as a continuation of the previous planning meeting agenda items and with the approval of reports to the NCGA on the Excellent Public Schools Act and statewide trends in digital learning access.
The Board discussed the rules update before approving the new rules for NIL and Interscholastic Athletics.
The Board also approved the permanent rules on Standards of Professional Conduct and Educator Discipline.
Later the session conducted the approval of the Wednesday reports to the NCGA and continued discussion of the Government and Community Affairs Committee’s priorities. The meeting concluded with a discussion of the 2025 NCGA long-session legislative priorities. Voting items were approved by consent with no items of controversy standing out.
The next State Board of Education meetings are scheduled for February 5th and 6th.
