SBOE Report: April 2025

 

The North Carolina State Board of Education met for its Planning Meeting on Wednesday, April 2nd, and its Regular Meeting on Thursday, April 3rd.

 

Both meetings usually contain the same agenda, with the Regular Meeting being when and where the action items are voted on and/or action items/reports receive final approval to be sent or shared with the NCGA or adopted as policy for the NCSBOE. 


4/2/2025 Planning Meeting Report


After the March monthly meeting was approved, the Board discussed the Action and Discussion Agenda and started Committee Meetings. Business operations recommended the approval of listed contacts over $500,000.

 

The Board discussed the Report to the NC General Assembly on Supplemental Funds for Teachers. The Report shows that the additional funds allocated to counties help with teacher retention. A link to the Report can be found here

 

The Board discussed the lack of data-supported positive outcomes of the SBOE’s investment in the Plasma Games software. Without proper guidelines, the Board concluded this was not a good use of grant money going forward. This was included in the summary sent in a Report to the NCGA.

 

Also on the Discussion Agenda was the Teacher Compensation Models and Advanced Teaching Roles (ATR) Request for Proposals (RFP). The program continues to get modifications and is still limited throughout the state. The modifications primarily expand the pool of qualified teachers and open the program up to more school systems. The program aims to use evaluation instruments to determine its success while using the ATR model to develop teachers who will take on leadership positions in their schools. Other morning action and discussion items included the Education Innovation and Charter Schools Committee Meeting. The committee continued its discussion with the Charter School Review Board Meeting Review, limited discussion items specific to their Cohort 2 schools, and a Restart application for Iredell-Statesville and Union County schools.

 

Student Learning and Achievement Committee Meeting Action Items were limited this month. The only discussions were the ongoing English and Language Arts Standards Review (Draft 2) and the State Advisory Council on Indian Education (SACIE) Annual Report to the NCGA.

 

The Educator Standards and Practice Committee Meeting portion included SBOE Policy Amendments for Career and Technical Education (CTE) Licensure Polices. A link to the presentation can be found here

 

The committee also discussed minor policy amendments to the General Licensing Requirements. The presentation is linked here

 

Lastly, the committee discussed a Report to the NC General Assembly regarding Educator Preparation Programs (EPPs). The final report can be found here

 

The Government and Community Affairs Committee updated the 2025 legislative priorities. As stated last month, the SBOE approved legislative priorities recommended by the State Superintendent of Public Instruction regarding general funding priorities and high-impact tutoring. Today's portion of the new business was to discuss and advance those priorities further. During this discussion, DPI staff from the Office of Government Affairs provided the Board with an update on current education legislation being considered in the General Assembly and other legislative activities during the 2025 session. The key dates are as follows: 


  • February 27: Senate Bill Drafting Deadline 

  • March 6: House Bill Drafting Deadline

  • March 25: Senate Bill Filing Deadline 

  • April 3: House Bill Filing Deadline (has since been extended to April 10)

  • May 8: Bill Crossover Deadline


After a closed session, the SBOE meeting adjourned for the day.


4/3/2025 Regular Meeting Report


The Regular Meeting followed the Planning Meeting agenda, with action items showing up for consent approval votes at the end of the morning. Action items from the Wednesday Planning Meeting were approved by consent.


For the first time since being sworn in as Superintendent of Public Instruction, Superintendent “Mo” Green unveiled a new segment of the monthly meeting called Mo Wants to Know: Listening and Learning Session with the State Board of Education. Superintendent Green posed three questions as part of his presentation and discussion:


  • What should we celebrate and continue in NC public schools? 

  • What are the challenges and potential solutions for NC public schools? 

  • What is your Big Idea for Public Schools?

Overall, there were no significant points of disagreement during the Regular Meeting. Most of the robust discussion centered on legislative priorities, where there was much support for the stated agenda. 

 

Finally, action items and consent items were approved. These items have been in the pipeline for several months and are usually non-controversial.

 

The meeting concluded by 11:00 a.m.

 

The State Board of Education meetings are scheduled for May 7th and May 8th.
