Introduction 


The 2025 NCGA session has begun. It has been a slow start but is expected to pick up in the following weeks. Votes are going to start as early as February 18th in the House. The Senate has not announced when their votes will begin and is not expected to release those dates.

Legislative Priorities 


Over the last few weeks, we have had meetings with important legislators, all of whom seem enthusiastic about funding PENC efforts. These include legislators such as Representative Hugh Blackwell, who is a Budget Chair and education advocate, as well as Jeffery Elmore, who is the Speaker of the House Destin Hall’s Senior Budget and Policy Advisor. We will continue to fight for the funding of pay increases, better benefits, and policy advocacy for all educators.

Other Items

The HB46/S24, Healthcare Bill, is a bill that wants to freeze state health insurance at its current expenditure. This means that to add medication, service, or treatments you would lose a preexisting one. The bill raised eyebrows and has been quite controversial. We will continue to watch this bill’s progress closely.
